The contractor could not buy the historic appearance first and address performance later. The same allowance had to carry both.
The visible arches, proportions and grille rhythm had to follow the historic facade as closely as the project required. A cheaper-looking substitution was not an option.
A blanket downgrade would free budget, but it would also take performance away across the building. That only moved the compromise somewhere else.
In eligible corridors that did not need ventilation, egress or daily opening, fixed windows could match the exterior at lower cost. The difference could remain in the performance budget.
